Support to Emergency Care Component of Action Plan for Primary Health Care

The project SOLIDAR-Together in health emergencies is a project funded by the Swiss Agency for Development and Cooperation (SDC) implemented by GFA Consulting Group GmbH. Its overall goal is that people in Albania, including the most vulnerable, have improved access to quality emergency care services managed by a more resilient health emergency system at all levels.

 

GFA Consulting Group GmbH, through the SOLIDAR Project, hereby invites qualified and interested applicants to submit proposals for supporting the development of the Emergency Care Component of an Action Plan for Primary Health Care in Albania.

Public officials, civil servants, and other government employees are not eligible to be engaged as experts or otherwise hired under this contract.

 

The technical and financial proposals must be submitted in the English language no later than: 20 April 2026, 12:00 in two separate sealed envelopes (printed versions and scanned copies saved on two USB sticks included in each sealed envelope), in accordance with the instructions outlined in Article 9 of the Terms of Reference, to the following address:

Offers will be evaluated on an ongoing basis as they are received. The contracting authority reserves 

the right to assess and compare compliant offers before the submission deadline and may proceed with 

evaluation, clarification, negotiation, or award procedures accordingly. Submission of an offer at an 

earlier stage may therefore be advantageous. Proposals received after the indicated deadline cannot be considered.

 

Please raise any commercial, technical, or procedural questions promptly, no later than 10 April 2026. Questions can only be submitted electronically to the email [email protected]. Inquiries by telephone or other forms of direct contact are not admissible and may lead to disqualification.

 

No costs incurred by the applicants in preparing and submitting the tender are reimbursable. All such costs must be borne by the bidder.
