Toward Quality Emergency Care in Primary Health Care: National Working Group convenes for Revising Emergency Care Guidelines
On June 19, 2025, the Working Group for Quality Emergency Care in Primary Health Care convened at the Ministry of Health and Social Protection (MoHSP). The group reviewed and discussed feedback on the first draft of the clinical guidelines and protocols for chest pain and anaphylaxis.
The Working Group includes representatives from the Ministry of Health and Social Protection, as well as key national healthcare institutions such as the Agency for Quality Assurance in Health and Social Care, the Compulsory Health Insurance Fund, the National Emergency Medical Center, and the Healthcare Services Operator. Experts from the University Medical Center of Tirana “Mother Teresa” also contribute. This group was established by the MoHSP to enhance the quality of emergency care and strengthen the knowledge and professional skills of doctors and nurses within the Primary Health Care (PHC) system.
During the meeting, the revised clinical guidelines were presented, and members of the Working Group provided constructive feedback and suggestions aimed at finalizing the documents to ensure they are both comprehensive and practical for use by PHC providers.
Key issues discussed included:
- Reviewing the financial impact of the guidelines by comparing them with the existing list of approved equipment, medicines, and materials for Health Centers, as outlined in the Basic Package of Services for Primary Health Care.
- Ensuring alignment between the roles and responsibilities recommended in the guidelines and those defined in existing legal documents regulating the activities of doctors and nurses at Health Centers, in order to avoid conflicts or inconsistencies.
Following the approval of the finalized guidelines, the Swiss government through the “SOLIDAR” Project plans to organize training sessions for PHC personnel on the implementation and use of the new clinical protocols.
