Improving digital reporting of Emergency Medical Services in 24/7 Health Centers: a milestone in SOLIDAR Project implementation
As part of its strategic efforts to strengthen Emergency Medical Services (EMS) within Albania’s primary healthcare system, the SOLIDAR Project is advancing the digitalization of emergency care data reporting in 24/7 Health Centers across the country. This initiative falls under Output 2.3 of the project’s second outcome: “The reporting of medical emergency data at the PHC level is modernized and innovative tools for continuity of care during emergencies are tested.”
In close collaboration with the National Health Insurance Fund (NHIF), the SOLIDAR Project has taken significant steps to revitalize and upgrade the existing but underutilized digital module for EMS data reporting. A transparent procurement process led to the selection of LACONICS, a highly qualified company with a strong background in digital health solutions and medical coding. LACONICS has since commenced work on improving the module in line with an agreed implementation schedule.
A major breakthrough came when the SOLIDAR Project, after intensive negotiations, welcomed the NHIF decision to amend its contractual framework with 24/7 Health Centers. As of January 2025, all 24/7 Health Centers are now contractually obligated to digitally report their emergency medical service activities using the revitalized digital module, once it will be ready. This marks a transformative achievement that sets the foundation for more accurate, timely, and actionable EMS data.
By April 2025, approximately half of the planned improvements to the digital module had already been implemented. These changes, proposed by LACONICS and approved by the NHIF, aim to modernize and improve the interface, enhance user functionality, expand the range of medical procedures coded and captured, and ensure better data quality and integration. The remaining upgrades are on track to be finalized by May or early June 2025.
Once the module improvements are complete, the project will launch a structured training program to ensure health professionals at 24/7 Health Centers are fully equipped to utilize the system. This training, expected to last about two weeks, will mark a significant improvement in the way the data of emergency medical care activity in Albania is documented and used.
This activity underscores the SOLIDAR Project’s commitment to long-term health system strengthening and digital transformation, in line with the National Health Strategy 2021–2030 and the PHC Development Strategy 2020–2025. Through concrete partnerships and practical innovation, the project is laying the groundwork for scalable, sustainable improvements that benefit both healthcare providers and the Albanian population.
